4.7.2010 - Thales and CS join forces to deliver Voice Communications Systems across Europe

Thales Norway and CS Communication & Systems announced that they have been contracted to provide Voice Communications Systems by ThalesRaytheonSystems as part of the NATO Air Command and Control (ACCS) program. This subcontract award follows the contracts received in 2009 by ThalesRaytheonSystems, operating through Air Command Systems International for the rollout of 11 NATO ACCS Level of Operation Capability 1 (LOC1) replication sites, of which 3 sites have been already launched.

Thales Norway and CS Communication & Systems have entered into a Consortium Agreement for the performance, as co-contractors, of the ACCS LOC1 VCS contract. Under this contract Thales Norway and CS Communication & Systems will deliver Voice Communications Systems to NATO ACCS LOC1 sites in the Czech Republic, Denmark, France, Greece, Hungary, the Netherlands, Norway, Poland, Portugal, Spain and Turkey.  

ACCS LOC1 is designed to replace NATO’s existing air command and control systems in Europe and will set new standards of interoperability for air operations by providing a single, integrated approach to planning, tasking, monitoring and mission execution. 

The ACCS LOC1 VCS design concept is based on developments made for the Norwegian and French defense forces:
• the Norwegian SISAM, which was developed and delivered by Thales Norway to the Norwegian Air Control Centers  between 1995 and 2005, 
• the French VCS SAF product family, which was developed by CS Communication & Systems for French air defense centers under the SCCOA (Air Operations Command and Control system) program, an innovative radio air-ground communication system standardised by NATO to be deployed in the ACCS LOC1 program. 

The ACCS LOC1 VCS product has been designed to offer a high level of flexibility and modularity:
• Decentralised architecture with no single point of failure,
• Integrated and distributed Ground-Ground (GG) / Air-Ground (AG) system, 
• Easily configurable and scalable,
• Separation of Red/Black voice according to NATO requirements, 
• Networking capabilities (distributed or centralized configuration),
• Operational and Technical Management,
• Connection to higher order Management System.
